ANSWER: This biblical phrase does not mean that God is foolish or that He does foolish things. It simply refers to those things which God appoints or commands that appear foolish to men. For example, in 1 Corinthians 1:21, we are not to understand that preaching is foolishness, but rather that sinful man by worldly wisdom perceives (falsely) that preaching is foolishness.
