ANSWER: Solomon is not here authorizing strong drink generally. He has reference only to strong drink used to mercifully dull the senses of criminals who were being tortured or put to death. This type of drink was offered to Christ while on the cross (Matthew 27:34). It is significant that He refused to drink it!
